National funding for R&D and innovation
The Law of 6 June 2025 on the renewal of aid schemes for research, development and innovation provides Luxembourg companies and research organisations with a range of state aids. The aid intensity depends on the size of your organisation and the nature of your RDI activities, from fundamental research to experimental development.

Environmental law - National funding
National funding for environmental protection projects
The Law of 8 December 2025 on state aids for environmental protection provides Luxembourg companies with funding instruments, covering investments in decarbonisation, energy efficiency, renewable energy, circular economy and more. Aid rates range from 15% to 80% of eligible costs.

National funding programme information
Small and medium-sized enterprises (SMEs) may benefit from increased state aid rates compared to larger companies. They may also receive funding through aid measures dedicated only to SMEs.
We provide you with an overview of the eligibility criteria applied by the Luxembourg Ministry of the Economy in its assessment of funding applications. Among other criteria, two key rules applied to all instruments:
1. your application must be submitted before any works begin or orders are placed (incentive effect);
2. Companies considered as “undertakings in difficulty” are ineligible.
Horizon Europe - European funding
Horizon Europe for research and innovation
Horizon Europe is the European Union's flagship programme for research and innovation, with a budget of nearly €93.5 billion for the period 2021–2027. It funds collaborative projects across all scientific disciplines and technology areas, and is open to organisations from both the public and private sectors — provided they carry out research or develop innovative products or services.
Competition for Horizon Europe funding is intense. Understanding the programme structure, the eligibility rules and the proposal process significantly increases your chances of success. As Luxembourg's National Contact Point, Luxinnovation guides you through every stage, from identifying the right call to building your consortium and submitting a competitive proposal.
Defence - European funding
European defence R&D funding
The European Defence Fund (EDF) is the European Commission's dedicated programme for collaborative defence research and development. It provides financial support to companies and research organisations working on defence technology across all stages, from design and prototyping to testing, qualification and certification. Projects must be collaborative and involve participants from at least three eligible EU member states.
Accessing EDF funding requires a solid understanding of the programme structure, eligibility rules and proposal requirements. Luxinnovation helps Luxembourg-based companies assess their fit, build their consortium and prepare a competitive application. We also provide guidance on the Defence Innovation Accelerator for the North Atlantic (DIANA), NATO's programme for scaling dual-use technologies with both civil and defence applications.
Innovation Fund - European funding
European financing for decarbonisation technologies
Created in 2020, the Innovation Fund is one of the world's largest programmes dedicated to the commercial deployment of innovative low-carbon technologies. With a total budget of €40 billion covering the period 2020 to 2030, it provides substantial financial support to projects that help decarbonise European industry.
The programme supports projects across energy-intensive industries, renewable energy, energy storage and carbon capture. Applications are assessed on their potential to reduce greenhouse gas emissions, as well as on their technical, financial and operational maturity, replicability and cost-effectiveness. Luxinnovation helps Luxembourg-based companies assess their eligibility and prepare a competitive application.
Digital Europe Programme - European funding
European funding for digital technology innovation
The Digital Europe Programme is the European Union's dedicated funding programme for the deployment and uptake of digital technologies. With a total budget of €7.5 billion for 2021 to 2027, it supports projects in five strategic areas: high-performance computing, artificial intelligence, cybersecurity, advanced digital skills and the wide use of digital technologies across the economy and society.
As part of the DEP4ALL project — funded under the Digital Europe Programme itself — Luxinnovation also works to strengthen the capacity of National Contact Points across Europe, ensuring applicants receive high-quality support and guidance throughout the application process.
