Access over EUR 8 billion to accelerate Europe's digital transformation through the Digital Europe Programme

The Digital Europe Programme (DIGITAL) offers EUR 8.1 billion in EU funding to accelerate the deployment of digital technologies across Europe, but navigating its calls and eligibility conditions takes expertise. What is Digital Europe Programme (DIGITAL)?

The Digital Europe Programme (DIGITAL) is the EU's dedicated funding programme for bringing digital technology to businesses, citizens and public administrations. With a total budget of over EUR 8.1 billion for 2021-2027, it provides strategic funding in five key capacity areas: supercomputing, artificial intelligence, cybersecurity, advanced digital skills and the wide deployment of digital technologies across the economy and society. A sixth area on semiconductors was added in 2023 under the European Chips Act. DIGITAL complements Horizon Europe by bridging the gap between digital technology research and market deployment, with a particular focus on SMEs, industry and public sector transformation. Luxinnovation supports Luxembourg-based organisations in identifying and accessing relevant calls under this programme.

Programme structure: five capacity areas

DIGITAL is organised around five core capacity areas, each addressing a strategic priority for Europe's digital sovereignty and competitiveness:

A sixth area on semiconductors was added under the European Chips Act to address strategic dependencies in chip design and manufacturing.


How DIGITAL is delivered

DIGITAL funding is deployed through a reinforced network of European Digital Innovation Hubs (EDIHs), which provide companies and public administrations with access to testing facilities, skills development, and support for finding investment. Luxembourg participates in this network through the Luxembourg Digital Innovation Hub (L-DIH), co-funded by the European Commission and coordinated by Luxinnovation.

DIGITAL also funds large-scale pilots, data spaces, AI factories and common European data infrastructure projects. It operates in direct and indirect management mode, with calls managed by the European Commission's Directorate-General for Communications Networks, Content and Technology (DG CONNECT).

Who can apply?

DIGITAL is open to legal entities established in EU Member States and associated countries. Eligible participants include:

  • Companies of all sizes, with a particular focus on SMEs
  • Public administrations and government agencies
  • Research organisations and universities
  • Consortia of public and private organisations

Most DIGITAL actions require a consortium of participants from multiple eligible countries. Some calls, particularly those related to EDIHs, are open to national or regional consortia. Eligibility conditions vary by call and are detailed in the relevant work programme.


DIGITAL legal and financial information

The Digital Europe Programme is established by Regulation (EU) 2021/694 of the European Parliament and of the Council. It forms part of the EU Multiannual Financial Framework 2021-2027 under the heading Single Market, Innovation and Digital. Funding is provided primarily in the form of grants covering a share of eligible costs, with rates defined per call. DIGITAL is part of the Strategic Technologies for Europe Platform (STEP), and selected projects may receive the STEP Seal, a quality label facilitating access to complementary EU funding sources. Luxinnovation: your National Contact Point

Luxinnovation is Luxembourg's National Contact Point (NCP) for the Digital Europe Programme and coordinates the Luxembourg Digital Innovation Hub (L-DIH). Our team provides free, confidential and independent support to Luxembourg-based companies, public administrations and research organisations wishing to participate in DIGITAL calls. We can help you identify the most relevant calls for your project, assess your eligibility, build a consortium and strengthen your proposal. We also provide access to the L-DIH's services, including digital maturity assessments, test-before-invest facilities and digital skills support, which are directly co-funded under DIGITAL.


DEP4ALL project 

The DEP4ALL project, funded under the Digital Europe Programme, supports National Contact Points (NCPs) to better assist applicants in participating in the programme and improving the quality of submitted proposals. It strengthens the capacity and knowledge of all DEP NCPs so they can better assist national stakeholders in preparing strong, competitive project proposals.
