Investment aid for environmental and energy studies and advisory services

Planning an environmental or energy study directly linked to an eligible investment? Access up to 80% of the study costs under Luxembourg's Environmental Law, with no minimum aid threshold and a simplified single-application procedure.

Do you want to request financial aid for an environmental or energy study or advisory service?

Under the Law of 8 December 2025, the Ministry of the Economy offers aid to companies commissioning studies or advisory services directly linked to investments eligible under the Environmental Law.

Article 12 covers the following types of studies and services:

  • Environmental studies — feasibility studies, environmental impact assessments and diagnostic studies linked to eligible investments
  • Energy audits — in-depth energy audits going beyond the mandatory audits required under the Law of 5 August 1993 on the rational use of energy
  • Advisory services — expert advice and consultancy directly linked to an eligible environmental or energy investment

Please note: No aid may be granted for energy audits carried out solely to comply with the mandatory audit requirements of the Law of 5 August 1993. Aid is only available for audits that go beyond what is legally required.

Please note: The aid is granted regardless of whether the conclusions of the study or advisory service are followed by an eligible investment. The study does not need to lead to a funded project.

Maximum amount of financial aid

The eligible costs are the full cost of the study or advisory service when it relates entirely to eligible investments. Where only part of the study relates to eligible investments, only the corresponding portion of the costs is eligible.

Please note: There is no minimum aid threshold for Article 12. Unlike other articles under the Environmental Law, the EUR 50,000 and EUR 100,000 minimum thresholds do not apply.

Please note: The application must be submitted before the study or advisory service begins. Any commitment made before the application is submitted will render the application inadmissible.

Benefit from the following advantages:

  1. The full cost of the study is eligible
    Where the study relates entirely to eligible investments, the total cost is covered. There is no counterfactual deduction and no additional investment cost calculation required, making this one of the most straightforward aid measures under the Environmental Law.
  2. No minimum aid threshold
    Article 12 is explicitly exempt from the minimum thresholds that apply to other articles. Companies of any size can apply regardless of the amount of aid requested, making this measure accessible to small-scale studies and advisory missions.
  3. Aid is independent of the investment outcome
    The aid is granted regardless of whether the study conclusions are followed by an eligible investment. Companies can use this measure to explore and assess options without committing to a subsequent investment project.

Who can benefit?

This aid is open to all companies legally established in Luxembourg that hold a valid business permit and are commissioning a study or advisory service directly linked to an investment eligible under the Environmental Law.

Key eligibility conditions:

  • The study or advisory service must be directly linked to an investment eligible under Articles 5 to 11 of the Environmental Law
  • Energy audits are only eligible if they go beyond the mandatory audits required under the Law of 5 August 1993
  • The study must not be a routine or recurring management activity
  • The application must be submitted before the study begins

No minimum aid threshold applies under Article 12.

This financial support measure is provided by the Ministry of the Economy.
