Financial aid for co-financed research and development projects

The Luxembourg Ministry of the Economy offers financial support to businesses established in Luxembourg that are running an R&D project or a feasibility study co-financed at European level, in particular through the Horizon Europe programme.

The aid is designed to complement European funding by covering eligible costs not already financed by Horizon Europe, provided the programme covers at least 30% of total eligible costs under a research and innovation action or an innovation action.

We will advise you on:

  • whether your company would be eligible, and
  • whether this funding scheme is the best one for your specific project.

We can also inform you throughout the application process all the way to submission to the Ministry of the Economy.

Maximum amount of financial aid

For each co-financed R&D project, the gross amount of aid may not be less than:

  1. €1,000 for small and medium-sized enterprises; and
  2. €100,000 for large businesses.

The intensity of the aid is equal to the financing rate applied through the Horizon Europe programme and is limited to eligible costs not covered by that programme. Total public financing may not exceed the rate set following the selection, ranking and assessment under Horizon Europe rules.

Who can benefit?

This aid measure is aimed at businesses established in Luxembourg that are running an R&D project or feasibility study co-financed through the Horizon Europe programme and that fulfil all eligibility criteria.

The subsidy covers eligible costs not already financed by Horizon Europe. Applications must be submitted before the commencement of work via the online procedure on MyGuichet.lu.

This financial support measure is provided by the Ministry of the Economy.
