Investment aid for testing and experimentation infrastructures

The Luxembourg Ministry of the Economy offers financial support to businesses established in Luxembourg that plan to build or modernise testing and experimentation infrastructures. These encompass facilities, equipment, capacity and resources such as test beds, pilot lines, demonstrators, testing facilities and living labs, as well as related support services used mainly by businesses, in particular SMEs seeking support for testing and experimentation in order to develop new or improved products, processes and services.
Eligible costs cover investments in:
- tangible assets (equipment, facilities, infrastructure); and
- intangible assets (patents, licences, expertise and other types of intellectual property).
A key condition is that access to the infrastructure must be open to multiple users on a transparent and non-discriminatory basis. However, businesses that have financed at least 10% of the investment costs may receive privileged access on more favourable terms, proportional to their contribution.

- whether this funding scheme is the best one for your specific project.
We can also inform you throughout the application process all the way to submission to the Ministry of the Economy.
Maximum amount of financial aid
For any investment in testing and experimentation infrastructures, the gross amount of aid may not be less than:
- €1,000 for small and medium-sized enterprises; and
- €100,000 for large businesses.
The amount of aid is calculated on the basis of the eligible costs of the project and may not exceed 25% of eligible costs as a base rate. The intensity may be increased as follows:

These increases may include:
- an additional 10% for medium-sized businesses, and an additional 20% for small businesses;
- an additional 10% for cross-border infrastructures benefiting from public financing from at least 2 EU Member States, or for infrastructures assessed and selected at EU level;
- an additional 5% for infrastructures where at least 80% of annual capacity is allocated to SMEs.

Who can benefit?
This aid measure is aimed at businesses established in Luxembourg that plan to build or modernise testing and experimentation infrastructures and that fulfil all eligibility criteria. The infrastructure must be made accessible to multiple users on transparent and non-discriminatory terms.
The subsidy covers a proportion of the eligible investment costs. Applications must be submitted before the commencement of work via the online procedure on MyGuichet.lu.
This financial support measure is provided by the Ministry of the Economy.
