Investment aid for energy infrastructure

Investing in the construction or modernisation of energy infrastructure in Luxembourg? Access investment aid covering up to 100% of the financing gap through a competitive tendering procedure with a budget of up to EUR 60 million.

Do you want to request financial aid for an energy infrastructure investment?

Under the Law of 8 December 2025, the Ministry of the Economy offers investment aid to companies investing in the construction or modernisation of energy infrastructure.

Article 11 supports four categories of infrastructure:

  • Electricity networks — transmission and distribution grids
  • Gas infrastructure — exclusively dedicated to the use of hydrogen or gas of renewable origin (biogas, biomethane)
  • CO2 infrastructure — transport and storage networks for captured CO2
  • Heating and cooling networks — district heating and cooling systems
  • Projects of common interest — cross-border infrastructure projects listed under EU energy regulation

Please note: No aid may be granted for energy infrastructure that benefits from a full or partial exemption from third-party access obligations or regulated tariffs under EU internal energy market legislation.

Please note: No aid may be granted for investments in gas or electricity storage projects under this article.

Please note: Aid for gas infrastructure may only be granted if the infrastructure is exclusively dedicated to the use of hydrogen or gas of renewable origin.

Maximum amount of financial aid

The eligible costs are the total investment costs. The aid may cover up to 100% of the financing gap, defined as the difference between the eligible costs and the operating profit of the investment over its lifetime. The aid is limited to the minimum necessary to carry out the project.

There is no cap on the aid rate under the competitive tendering procedure. Projects are selected on the basis of the amount of aid requested.

Please note: The application must be submitted before the start of works or the first binding order of equipment. Minimum thresholds apply: EUR 50,000 for SMEs and EUR 100,000 for large companies.

    Unlike most other articles under the Environmental Law, Article 11 does not require a counterfactual deduction. The full investment cost is eligible, making this measure particularly suited to large-scale infrastructure projects where no less costly alternative exists.

    Under the competitive tendering procedure, the aid rate is not capped. The aid is determined by the financing gap and the amount requested, giving applicants full flexibility to request the level of support their project genuinely requires.

Who can benefit?

This aid is open to all companies legally established in Luxembourg that hold a valid business permit and are investing in the construction or modernisation of eligible energy infrastructure.

Key eligibility conditions:

  • The infrastructure must fall within one of the five eligible categories: electricity networks, gas infrastructure (hydrogen or renewable gas only), CO2 networks, heating and cooling networks or projects of common interest
  • The infrastructure must not benefit from a full or partial exemption from third-party access obligations or regulated tariffs
  • Gas infrastructure must be exclusively dedicated to hydrogen or gas of renewable origin
  • Investments in gas or electricity storage are not eligible under this article

Minimum thresholds: EUR 50,000 for SMEs and EUR 100,000 for large companies.

Applications must be submitted online via MyGuichet.lu before any binding commitment is made.

This financial support measure is provided by the Ministry of the Economy.
