Luxembourg's construction value chain

The Luxembourg construction ecosystem comprises 3,593 organisations distributed across five key stages of the value chain. The construction phase dominates with 2,174 organisations, reflecting the sector’s strong operational focus on building activities.

In contrast, the end-of-life & circularity segment counts just 14 organisations active in dismantling, recycling, and material reuse. This representation highlights a potential gap in circular economy practices and signals an opportunity for growth in sustainable deconstruction and resource recovery.

Overall, the data reveals a sector heavily weighted toward construction execution, with emerging needs for lifecycle management and circularity to align with sustainability goals.

Top 10 specialisation in Luxembourg’s construction ecosystem


Luxembourg’s construction sector is highly diversified, yet certain specialisations dominate the landscape. Civil engineering organisations lead the market, representing 24% of all firms with 864 entities. Close behind are joinery and architectural services, each accounting for 11%, reflecting strong demand for both structural and design expertise.

Mid-tier specialisations include roofing (7%) and renovation (6%), while emerging areas such as building management systems (5%) and consulting engineering (5%) signal a growing focus on technology and smart building solutions.

A dominance of smaller organisations

Luxembourg’s construction sector is dominated by small organisations, with 75.6% of companies employing between 1 and 10 people. Larger firms remain rare: only 3.2% have 51–100 employees, and less than 1% exceed 250 employees.

This structure highlights a fragmented market where micro-businesses play a central role, creating opportunities for collaboration, scaling, and innovation support programmes to meet growing demands.
