BPF: Up to €300,000 in co funding

The 15^th edition of the Business Partnership Facility is now open. This initiative of the Luxembourg Government offers co‑funding of up to €300,000 for projects led by Luxembourg‑based or European companies that incorporate a sustainability dimension and are implemented in partnership with actors in developing countries.  

Established in 2016 by Luxembourg Development Cooperation, the BPF is initiated and funded by the Directorate for Development Cooperation and Humanitarian Affairs of the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade and implemented by LuxDev, the Luxembourg Development Cooperation Agency, in partnership with the Chamber of Commerce, Luxinnovation and the Ministry of the Economy.

The BPF, that enables companies to apply their technologies or expertise to high‑impact development projects, has already supported 51 partnership projects involving European companies and organisations operating in more than 20 developing countries. Supported initiatives may involve testing a solution in a new market, implementing a pilot project, or scaling up an innovative approach.  

From innovation to action: business partnerships delivering sustainable solutions  

Projects supported in the previous edition demonstrate how European companies and local partners jointly develop solutions tailored to local needs and market realities.  

The BPF will, for example, enable Luxembourg company SolarCleano to support the development of solar energy in West Africa by deploying, together with a local partner, its automated solar panel cleaning technology using robotic cleaners—expected to generate local employment and economic activity.  

With support from the BPF, Innovent, in partnership with Chadian start‑up Batrica, is developing a rental model for solar‑powered batteries, giving rural populations in Chad access to basic electricity services. 

Who can benefit from this co‑funding?

The BPF is open to private‑sector companies that are:  

• based in Luxembourg or in the European Union; 
• registered for more than three years;  
• generating a minimum annual turnover of EUR 500,000 (or three times the amount of co‑funding requested);  
• employing at least five staff members.  

Eligible projects must be carried out in partnership with an entity (company, NGO, public organisation, etc.) from a developing country—more than 140 countries are eligible. Projects must meet several criteria, including innovation, financial viability, and measurable impact aligned with the Sustainable Development Goals (SDGs).  

New call for proposals open until 8 May 2026 

Interested companies can submit their applications via the online platform until 8 May 2026.  

Project selection takes place in two stages:  

1. Pre‑selection based on an initial application form.  

2. Final selection, scheduled for late 2026, based on detailed proposals submitted by shortlisted companies.
