More than 1,000 companies innovated with Luxinnovation in 2025

The annual report of the national innovation agency highlights its intense activity during a pivotal year in its major strategic transition process for the benefit of Luxembourg companies.

In 2025, Luxinnovation received over 2,000 contact requests, resulting in support for a record number of more than 1,000 companies in their innovation processes. These were mainly active in retail and wholesale trade, professional, scientific and technical activities and information and communication technologies. Of these, 85% were SMEs with fewer than 100 employees.

The year 2025 marked the end of a period of major strategic transition for the national innovation agency, with Mario Grotz taking office as CEO in March and the completion of an operational and organisational transformation aimed at enhancing the efficiency and coherence of its interventions.

The agency’s services are now structured around four strategic pillars: Inspire, Assess & Accelerate, Connect and Fund.

Inspire, to stay ahead of tomorrow

Through the Inspire pillar, Luxinnovation positions itself as a producer and disseminator of knowledge for the Luxembourg innovation ecosystem. The Market Intelligence team continued to develop the agency’s Knowledge Hub, producing more than 25 new resources (ecosystem mappings, facts & figures reports, new popularisation formats, prospecting lists, etc.) and 15 reports (policy briefings and market trends).

Luxinnovation has more than 110,000 followers on its social media accounts and averages 40,000 monthly visits to its various websites. It also organised or co-organised over 90 events, including the Luxembourg Venture Days, the European Digital Healthtech Conference, SCynergy, Horizon Europe Day and the Luxembourg Defence Technology and Innovation Day, attracting more than 7,000 participants.

Assess & Accelerate, to strengthen competitiveness

The Assess & Accelerate pillar offers in-depth diagnostics, acceleration programmes and support mechanisms that enable companies to reveal their potential, reach new levels of growth and become part of a sustainable competitiveness dynamic.

In 2025, Luxinnovation supported 61 "Fit 4" performance programme applications (Fit 4 Digital, Fit 4 Sustainability, Fit 4 Innovation and, most recently, Fit 4 AI), more than one third of which were submitted by craft companies.

The agency has also played a leading role in the development of the startup ecosystem in Luxembourg, in particular through the Fit 4 Start programme, which celebrated its 10th anniversary in 2025. For the 16th edition, whose selection process was launched in July, a record 495 applications were received, more than 60% of which came from abroad. This programme is now complemented by a newcomer: Fit 4 Scale, developed in 2025 in line with the "From seed to scale" roadmap presented by the government in 2023, and following a convincing pilot carried out in 2024. It involves 5 startups and started in March 2026.

At national level, 58 new startups were listed in the Dealroom directory in Luxembourg in 2025 and Luxinnovation directly supported 41 entrepreneurs or initiatives that led to the incorporation of their startups during the year.

At international level, the Startup Luxembourg initiative, coordinated by Luxinnovation, has been present at a number of international events and has continued its activity as a facilitator of links between entrepreneurs, investors, public institutions and private partners to promote innovation and economic growth.

Connect, to build partnerships that matter

The Connect pillar aims to support Luxembourg’s economic development and diversification by facilitating investment attraction, the creation of strategic networks and the upskilling of companies, while ensuring alignment with national priorities.

In 2025, Luxinnovation continued its strong growth trajectory, deploying 1,092 services (matchmaking, digital maturity assessments, "Fit 4" programmes, etc.) to a record 561 companies. This represents a substantial increase compared to 2024, when 759 services were provided to 470 companies.

More specifically, the Luxembourg Digital Innovation Hub (L-DIH), coordinated by Luxinnovation, supported 43 industrial companies in their digital transformation, a 30% increase compared to previous years.

As part of the Luxembourg Trade & Invest initiative to attract foreign companies with high added value, Luxinnovation welcomed around 50 delegations of foreign companies and continued its collaboration with several international partners. In 2025, 302 new relationships with companies were initiated (including 69 in the United States and 54 in South Korea), mainly with businesses active in health innovation and cross-cutting technologies (AI, cybersecurity, cloud infrastructure). Following this qualification process, 42 companies participated in "soft landings" in Luxembourg and 15 incorporations were registered (four in 2025, the remainder having visited Luxembourg in previous years).

Fund, to secure good financing

The Fund pillar makes innovation accessible to all companies by facilitating access to public funding, both national and European.

Over the past year, 307 companies benefited from Luxinnovation’s support in accessing tailored financing tools. The agency specifically supported the submission of 143 applications to the Ministry of the Economy, covering both R&D and innovation and environmental projects. While this figure represents a decrease of approximately 12% from the 170 applications submitted in 2024, it remains at a historically high level, representing a 13% increase from 2023.

At the European level, Luxinnovation supported 109 funding projects to completion, a slight decrease compared to 2024 (-20%), but assisted a greater number of unique entities (171 in 2025 compared to 113 in 2024). Under the Horizon Europe framework programme, 72 new projects were selected, generating a national financial return of €51.6 million, a slight increase compared to 2024.

Once again, the national success rate (17.43%) in Horizon Europe projects remains higher than the European average (15.25%).
