The European Defence Fund (EDF) is the European Commission's funding programme for defence research and development. It aims to strengthen the competitiveness and innovation capacity of European defence, as well as to contribute to the strategic autonomy of the European Union.
The €8 billion programme, which covers the period 2021-2027, is open to companies of all sizes and research organisations from the 27 Member States and Norway.
The development projects selected in Luxembourg
Following the evaluation of the 2025 calls for proposals, the European Commission has given its verdict: 57 new projects have been selected, for a total investment amount of €1.07 billion. These projects cover a wide range of critical sectors, including artificial intelligence (AI), cyber defence, drones and anti-drone systems.
Among these 57 projects, 8 involve Luxembourg companies and organisations, supported by Luxinnovation as part of its collaboration with the Directorate of Defence[Rebecca D1] [AL2] :
- Ceratizit and LIST in FAMOUS 3 project (Maximising synergies, standardisation, commonalities and interoperability, and to lower the life cycle costs for both All-Terrain Vehicle and Light Armoured Vehicles);
- Datathings in E-DOMINION project (Providing the foundations of a Digital Ship establishing a reference architecture to integrate naval operational capabilities including Combat Cloud for collaborative missionss);
- Edge Aerospace in RESIST project (Developing an integrated platform for IC design for military applications, combining advanced design tools, AI-driven automation, and continuous verification);
- Gomspace in SPIDER 2 project (Developing a constellation of affordable satellites for space-based Intelligence, Surveillance, and Reconnaissance for defenceuse);
- Integrasys in TALON project (Developing a holistic, next-generation approach that combines edge AI autonomy, modular and scalable architecture, swarm intelligence, and quantum-resistant secure communications for modern battlefields);
- LMO (in the meantime acquired by Infinite Orbits) in ASIMOV project (Establishing the first European dual-use On-Orbit Servicing (OOS) System of Systems, enabling autonomous, secure, and sovereign operations across all orbital regimes (LEO, MEO, GEO));
- Odysseus Space in EOBLINDING project (Giving operators an integrated, user-focused system that combines monitoring, intelligence and countermeasure options to degrade or block the performance of EO satellites), ainsi que dans le projet RESIST.
The presence of Luxembourg players in the projects developed by the European Defence Fund guarantees them access to the latest developments and cutting-edge technologies in their respective fields.
Luxinnovation has also been selected for the EOA-V2 project, which aims to strengthen the network of national contact points of the European Defence Fund. A project that does not benefit from co-financing, neither from the European Commission nor from the Directorate of Defence.
"It is very satisfying to see the interest shown by Luxembourg companies in these projects. The commitment of Ceratizit and LIST in the FAMOUS 3 project, in particular, illustrates Luxembourg's ability to actively contribute to the future of European land defence," explains Rebecca Damotte, Defence Innovation & Technology Advisor at Luxinnovation.
