New temporary aid scheme for the transport sector

The recent deterioration in the geopolitical situation in the Middle East has led to high volatility in global energy markets and a significant rise in oil prices. These developments have directly impacted the Luxembourg economy, particularly sectors that are highly dependent on energy products.

This situation warranted several meetings of the National Tripartite Coordination Committee between May and June 2026. These meetings resulted in an agreement and a package of measures to alleviate the effects of the international energy crisis while strengthening the country's resilience to potential future shocks.

These decisions are based on three pillars: strengthening purchasing power and curbing inflation, protecting jobs and the economy, and promoting the energy transition.

In this context, a law establishing a temporary aid scheme to compensate for the increase in fuel prices for companies in the transport sector was unanimously voted on 9 July and will come into effect on 10 August 2026.

The "fuel" aid scheme

The law of 22 July 2026 establishes a temporary aid scheme to compensate for the increase in fuel prices for companies in the transport sector amid the Middle East crisis. It aims to enable transport companies to manage the short-term consequences of the exceptional rise in fuel prices.

This allows them to preserve their ability to invest in future energy transition projects, including electrification and energy efficiency improvements, which can also be supported under other schemes.

The system put in place allows:

• Mitigation of the impact of rising fuel prices;
• Assurance of business and supply chain continuity;
• Strengthening of the competitiveness and resilience of the transport sector.

This temporary aid scheme covers the period from 1 March to 31 December 2026, with a maximum intensity of 70%.

Companies can submit their applications via MyGuichet until 1 February 2027.

To present the terms of this new law in detail, the Ministry of the Economy, in collaboration with the Luxembourg Confederation and Luxinnovation, is organising two information webinars:

• Eligibility criteria and the application assessment process;
