Skillbourg: AI for faster and fairer recruitment

Luxembourg start-up RMT Labs uses explainable AI to cut recruitment delays and costs while building trust for candidates and recruiters.

Founded in Luxembourg, RMT Labs develops AI-driven solutions designed to help organisations address complex talent acquisition challenges.

Through its flagship platform, Skillbourg, the company combines recruitment expertise, machine learning and regulatory awareness to modernise hiring processes for enterprises, public institutions and growing businesses.

The “EU Talent Intelligence” platform was created to deliver a more efficient, transparent and candidate-centric recruitment experience.

The recruitment challenge: high costs, slow processes and limited transparency

Recruitment has become increasingly complex. Organisations face growing pressure to identify qualified talent quickly while maintaining a positive candidate experience and complying with evolving regulations. Yet many traditional recruitment workflows remain highly manual and fragmented.

Several structural challenges continue to affect the market. Hiring specialised profiles often involves significant costs, lengthy screening cycles and inconsistent communication with candidates. At the same time, many AI-powered recruitment solutions rely on opaque algorithms, making it difficult for recruiters to understand or justify hiring recommendations. These limitations can reduce trust in technology and create concerns around fairness and compliance.

Recognising these challenges, RMT Labs set out to develop a new generation of recruitment platform capable of combining automation, transparency and human oversight within a single ecosystem.

Building an explainable AI recruitment platform

The result was Skillbourg, an end-to-end EU Talent Intelligence platform powered by explainable artificial intelligence. Rather than using generative AI as a standalone decision-maker, the platform relies on a multi-layered architecture specifically designed for recruitment workflows.

The solution begins by analysing job descriptions and candidate profiles using advanced natural language processing techniques. Information such as skills, experience levels, seniority and job requirements is transformed into structured data that can be evaluated consistently and objectively. The platform then combines semantic understanding with machine learning models to identify and rank the most relevant candidates for each position.

A key differentiator lies in the platform’s explainability. Every recommendation is supported by transparent scoring and clear reasoning, allowing recruiters to understand why candidates are being matched to specific roles. This approach helps organisations maintain confidence in AI-assisted decision-making while preserving human control over final hiring decisions.

The user experience has also been designed around transparency. Candidates receive job recommendations based on their skills and preferences and can track their applications throughout the process. Recruiters, meanwhile, gain access to AI-generated job descriptions, intelligent sourcing capabilities and prioritized candidate shortlists.

AI at the core of faster and fairer hiring

Artificial intelligence is not simply an add-on feature within Skillbourg; it forms the foundation of the EU Talent Intelligence platform's value proposition.

The solution leverages a combination of hybrid search technologies, machine learning ranking models and explainable AI techniques to improve candidate-job matching accuracy. Its Learning-to-Rank architecture evaluates multiple factors simultaneously, balancing technical qualifications, experience and contextual relevance to produce more meaningful recommendations.

AI should not replace human judgement in recruitment, it should make that judgement faster, more informed and easier to justify. Daniel Stoica, RMT Labs

Importantly, the platform has been designed with responsible AI principles in mind. Fairness, transparency and auditability are embedded into the system architecture from the outset. Human oversight remains an essential element of the process, ensuring that recruitment decisions are always validated by professionals rather than delegated entirely to algorithms.

“AI should not replace human judgement in recruitment, it should make that judgement faster, more informed and easier to justify. With Skillbourg, every recommendation is designed to be transparent: recruiters can see not only who is a strong match, but why. That is how we make hiring more efficient while protecting fairness, accountability and candidate trust,” underlines Daniel Stoica, Founder & CEO, RMT Labs.

Recruitment costs cut in half

The implementation of Skillbourg has already demonstrated significant operational benefits. Organisations using the platform have reported substantial reductions in time spent on sourcing, screening and shortlisting candidates. By automating repetitive tasks and improving matching accuracy, recruitment teams can focus more effectively on strategic decision-making and candidate engagement.

The platform’s performance metrics highlight the value of the AI approach. Recruitment workflows that traditionally required more than 50 days can be shortened to approximately 12 days, while hiring costs can be reduced by over 50% through increased automation and streamlined processes. In parallel, every candidate recommendation is accompanied by an explanation, ensuring full transparency throughout the hiring journey.

Today, the solution is used by organisations across multiple European countries and continues to evolve through close collaboration between AI specialists, recruitment professionals and research partners. This ongoing development ensures that technological innovation remains aligned with real business needs and responsible AI practices.

The debate around AI in recruitment often opposes efficiency and fairness. Skillbourg challenges that assumption by showing that both objectives can be achieved simultaneously. Through explainable algorithms, auditable recommendations and continuous human validation, the EU Talent Intelligence platform proposes a more transparent approach to hiring, aligned with the expectations of employers, candidates and regulators alike.

In doing so, RMT Labs is not only developing a recruitment tool; it is helping define what trustworthy AI can look like in one of the most consequential business decisions organisations make: selecting people.
