Phoenix Solutions: AI at the service of compliance

Founded in 2018, Phoenix Solutions Luxembourg is an independent company specialising in compliance and internal audit solutions for financial sector stakeholders, including asset managers, professionals of the financial sector and regulated fintechs. The company supports clients in meeting their regulatory obligations, such as anti-money laundering requirements and data protection (GDPR).

Like all sectors, finance is experiencing significant change through the adoption of artificial intelligence. The entry into force of the European Artificial Intelligence Act (AI Act) on 1 August 2024 — the world’s first comprehensive legal framework for AI — has established clear rules for all players in the financial centre.

“The arrival of artificial intelligence will profoundly change the way we work and the habits of the sector,” notes Jean Ciszewicz, CEO of Phoenix Solutions. “We therefore wanted to integrate AI efficiently into our regulatory advisory activities.” The aim is to actively contribute to the integration of AI into regulatory processes, while maintaining a strong ethical foundation. “The idea is not to undergo this technological revolution, but to become a player in it.”

Fit 4 AI: structured support for integrating AI into business

This is where the Fit 4 AI programme, managed by Luxinnovation, comes in. It offers companies the opportunity to work with an experienced consultant. The main steps of the programme include:

• Defining the company’s initial challenges and priority objectives
• Conducting a feasibility review of pre-selected use cases
• Qualitative and quantitative analysis of available internal data
• Developing a roadmap with a detailed and costed action plan
• Selecting the most suitable AI solution (generic or customised)
• Estimating the return on investment

“This programme has been particularly valuable for us. It confirmed our vision, helped us refine our objectives and, above all, clarified the steps needed to reach a concrete solution,” summarises Mr Ciszewicz.

From idea to project: validating technical feasibility with Fit 4 AI

Through weekly meetings and detailed follow-up with the consultant Dekan Group, the technical aspects of the project were gradually explored in depth. “The consultancy team demonstrated great pedagogical skills, enabling us to transform our ideas into a technically realistic project.”

The Fit 4 AI programme enabled Phoenix Solutions to validate both the technical feasibility and the practical value of the project. “We have moved from an idea to a concrete project, with a genuine desire to develop it further. We now have a clear vision and a structured path for developing our tool.”

The chosen solution is designed to simplify regulatory compliance work. It enables teams and their clients — PSFs, fiduciaries, asset managers — to ask questions in natural language about applicable regulations and receive reliable, traceable answers, without the need to manually search through hundreds of pages of legal text.

Luxinnovation’s support was instrumental throughout the project. “At the outset, we felt somewhat lost given the multitude of existing programmes, but we were determined to find the right support to structure our project. With Luxinnovation, we received significant help and outstanding support throughout the programme, which ran from November 2025 to January 2026. The support was kind, human and always available, enabling us to get off to a strong start in the best possible conditions.”

Now confident in the technical aspects and feasibility of the project, Phoenix Solutions has decided to develop its own tool, building on the solid foundations established during the programme.
