BPF: Launch of the 14th edition

With the Business Partnership Facility initiative, companies are offered an opportunity to boost their impactful projects in developing countries

At the initiative of the Luxembourg State, implemented by LuxDev, the Luxembourg Agency for Development Cooperation, in partnership with the Chamber of Commerce, Luxinnovation and the Ministry of the Economy, the 14th edition of the Business Partnership Facility is officially launched.  

It is a co-financing tool of up to EUR 200,000 for projects by companies that integrate sustainability through partnerships with organisations in developing countries.

The BPF empowers companies to put their technologies and expertise to work in high-impact projects – from feasibility studies and pilot schemes to building new value chains or scaling up proven solutions.

More than 50 projects supported since 2016

Since its launch in 2016, the BPF has supported 50 partnership projects linking European businesses with organisations in more than 20 developing countries.

Recently selected projects show how private sector actors from Luxembourg and Europe are using innovation to advance sustainable development:

  • Luxembourg company IBISA was supporting in strengthening the financial resilience of Bangladeshi smallholder farmers against climate risks by embedding its innovative parametric insurance solution into agricultural loans provided by microfinance institutions.
  • Weather Impact and Luxembourg startup Oko Finance have joined force to provide Malian farmers with bundled mobile services– combining insurance, weather forecasts and alerts – to bolster their resilience to climate risks.

Submission deadline: 31 October 2025

The Business Partnership Facility initiative targets private sector enterprises based in Luxembourg or the EU that:

  • have been operating for at least three years
  • generate a minimum annual turnover of EUR 500,000 (or three times the requested co-financing) ;
  • - employ at least five staff members.

Eligible projects must be implemented in partnership with an entity – wether a company, NGO, or public body, etc. - in a developing country (over 140 countries are eligible). They must demonstrate innovation, financial viability, and measurable impact aligned with the United Nation’s Sustainable Development Goals (SDGs).

Applicants have until 31 October 2025 to submit their projects via the dedicated online platform.

The selection process has two stages:

1. Pre-selection based on the initial application.

2. Final selection in 2026, following submission of a detailed proposal by shortlisted candidates.
